EU tightening plastic meal kitchen entry supervision

On March 22, 2011, the European Union issued the Directive No 284/2011 for China. Due to the large flaws in the quality control system for plastic products exported to Europe, China will start production or ship from mainland China and Hong Kong on July 1. Polyamide and melamine plastic kitchen utensils are added to strict immigration control measures. The European Commission stipulates that for each batch of imported goods mentioned above, the importer shall submit to the competent authority a statement with a laboratory test report; the importer or his representative shall work at least 2 times before the goods reach the first point of import The competent authority shall be notified on a daily basis; the competent authority will inspect all documents and data within 2 working days after the arrival of the goods, carry out identification and physical inspection at the same time, including taking 10% of samples for laboratory testing; after all tests are completed and the results are obtained, the goods will be It is free to enter the circulation field; if unqualified items are found, the member states will notify the Committee through the "Rapid Early Warning System".

According to statistics, in 2010 alone, the EU “Food and Feed Rapid Alert System” notified more than 140 notifications on food contact materials made in China, of which plastics cutlery notifications accounted for about 40%, mainly due to the concentration of polyamide aromatics in excess of primary aromatic amines. Melamine and tableware formaldehyde migration exceeded. The implementation of this targeted bill will have a greater impact on China's export of plastic tableware industry. In the future, such products exported to the European Union will be required to be tested and provide relevant documents, and the cost of enterprise testing and management will be greatly increased.

Plastic tableware is an important export commodity in Ningbo. In 2010 alone, Ningbo's plastic tableware exported to the EU reached 3,500 batches, and the amount exceeded US$51 million, a year-on-year increase of 35.3% and 51.3%, respectively. The growth rate was rapid. However, the overall scale of the company is too small, the management is not standardized, and the quality control system is not perfect. Problems such as the degree of concern for the relevant EU regulations and standards need to be strengthened. Once the EU adopts similar measures for other food contact materials, it will inevitably cause greater impact, and companies need to pay attention.

The inspection and quarantine department recommended: First, actively respond to EU targeted bills to effectively improve product quality. Through strict inspection and inspection of raw materials and inspection of finished products, the inspection of sensitive raw materials such as melamine and nylon is strengthened to ensure the quality and safety of the product. The second is to strengthen direct communication with customers, master the dynamics of foreign laws and regulations, timely prepare relevant export products for qualified reports and documentation, and at the same time strengthen raw material inspection and finished product testing for raw materials that may be at risk. The third is to continuously improve internal management, through the gradual implementation of ISO9001 quality management system, and constantly improve the construction of good production practices, fundamentally improve product quality assurance capabilities to deal with increasingly strict foreign technical trade barriers, and achieve long-term development of the company.
