The Ministry of Industry and Information Technology is set to enhance its punitive electricity and water pricing mechanisms based on energy consumption standards, with high-energy industries such as steel, cement, and flat glass now included in the scope. This move aims to encourage more sustainable practices and reduce overall resource waste.
At a national industrial energy conservation and comprehensive utilization conference held on the 17th, Zhou Changyi, director of the Department of Energy Conservation and Comprehensive Utilization, emphasized the need for innovation in green and low-carbon policy frameworks. He highlighted that this year will see further improvements in policies that penalize excessive energy use. The punitive electricity pricing policy, initially applied to electrolytic aluminum, will be expanded to include cement and flat glass industries. Coordination with the National Development and Reform Commission and other relevant departments is also underway to finalize these policy plans quickly.
In addition, the government will accelerate the development of an elimination list for outdated water-intensive technologies and equipment in industries like steel and iron. Mandatory elimination measures will be enforced to phase out inefficient systems. Efforts will also be made to promote the establishment of four key water-saving enterprises in sectors such as steel and petrochemicals, while revising water intake quotas in certain industries. The introduction of national water quota standards and the implementation of punitive water pricing based on these quotas are also under consideration.
To support the State Council’s Air Pollution Prevention and Control Action Plan, key industries including steel, building materials, non-ferrous metals, and chemicals are required to develop clean production technology promotion programs. These initiatives will guide 19 provinces, including Beijing-Tianjin-Hebei, Yangtze River Delta, and Pearl River Delta, as well as 47 prefecture-level and above cities, to implement improved clean production strategies.
Recently, the National Development and Reform Commission and the Ministry of Industry and Information Technology jointly issued a notice implementing a tiered electricity pricing policy for electrolytic aluminum companies. Starting from January 1, 2014, the industry will adopt a stepwise pricing system aimed at reducing energy consumption and promoting efficiency.
