Steel cement glass implements punitive electricity price water price this year

The Ministry of Industry and Information Technology is set to enhance its punitive electricity and water pricing mechanisms, aligning them more closely with energy consumption standards. This initiative will expand the scope of high-energy industries subject to these policies, including key sectors such as steel, cement, and flat glass. At a recent national conference on industrial energy conservation and comprehensive utilization, Zhou Changyi, director of the Department of Energy Conservation and Comprehensive Utilization, emphasized that this year will see significant progress in green and low-carbon policy reforms. He highlighted the need to refine the punitive electricity pricing system based on energy efficiency benchmarks, extending it beyond electrolytic aluminum to other energy-intensive industries. The ministry plans to collaborate closely with the National Development and Reform Commission to develop and implement these policies swiftly. In addition, efforts are underway to compile a list of outdated water-intensive technologies and equipment in industries like iron and steel. These will be subject to mandatory phase-out. The government also aims to promote the development of four major water-saving enterprises, particularly in sectors such as steel and petrochemicals. New water usage quotas for certain industries will be revised, and national standards for water quotas will be introduced. Furthermore, research into punitive water pricing based on these quotas is being advanced. To support the State Council’s Air Pollution Prevention and Control Action Plan, key industries—including steel, construction materials, non-ferrous metals, and chemicals—are required to develop clean production technology programs. Authorities in 19 provinces, including the Beijing-Tianjin-Hebei region, Yangtze River Delta, and Pearl River Delta, will implement plans to improve the clean production levels of industrial enterprises. Recently, the National Development and Reform Commission and the Ministry of Industry and Information Technology jointly issued a notice mandating the implementation of a tiered electricity pricing policy for electrolytic aluminum companies. Starting from January 1, 2014, this policy will apply to the sector, marking a significant step toward more sustainable energy use. These measures reflect a broader push toward environmental protection, resource efficiency, and industrial transformation, ensuring that China's economic growth remains aligned with long-term sustainability goals.
