To this end, Han Wenke suggested that the basic thinking for ensuring future energy security in China is: to plan the overall development of domestic and international energy sources; to be current and have a long-term perspective; to be based in China and to face the world; to pursue mutually beneficial cooperation, diversified development, and synergy; Safeguarding the concept of new energy security, establishing China's energy security guarantee system, adhering to energy conservation and environmental protection priority, guiding reasonable energy consumption, persisting in diversified development, optimizing energy structure, adhering to international mutually beneficial cooperation, and reusing international resources.

"The overall goal is to establish a framework and strategic policy system that can guarantee China's energy security, including safeguarding energy security policies and establishing relevant early warning assessment systems."
