According to a report from the China Chlor-Alkali Industry Association on December 26, the association has released a draft document titled "Safe Access Conditions for the Caustic Soda Industry (Draft for Soliciting Opinions)." This document outlines comprehensive requirements covering the layout of production facilities, equipment and process standards, safety infrastructure, storage and transportation, safety standardization, responsibility assignments, and supervision. The new regulations are expected to be officially launched next year, introducing stricter entry criteria for the caustic soda industry.
Industry insiders believe this move will strengthen the position of leading companies while accelerating the reshuffling of the sector. The new access rules require all new, expanded, or relocated caustic soda projects to adopt the ion membrane production technology. Existing production units using traditional methods (except those utilizing resources comprehensively) will no longer be allowed to renew their safety licenses after January 1, 2016.
In terms of location planning, new caustic soda enterprises must comply with the "Chlorine-Alkali (Caustic Alkali, PVC) Industry Access Requirements" and be located within industrial parks or designated areas set by local governments. Projects within these zones must meet the "Sanitation Plant Protection Distance Standard for Chlor-alkali Plants (Electrolysis Alkali Production)" and align with local land use plans. Existing companies not situated in these planned areas must relocate or shut down by the end of 2015, as per the guidelines.
With these tighter regulations, the caustic soda industry is expected to see increased competition among top players and a more structured market environment.
