The development of photovoltaic enterprises should rely on the competitiveness of "all" rather than relying on subsidies "today"

On June 1, the National Development and Reform Commission, the Ministry of Finance and the National Energy Administration jointly issued the "Notice on Matters Related to Photovoltaic Power Generation in 2018", emphasizing a reasonable grasp of the pace of development, optimizing the scale of new construction of photovoltaic power generation, and speeding up the subsidies for photovoltaic power generation. Reduce the intensity of subsidies, improve the photovoltaic power generation price mechanism, give play to the decisive role of market allocation resources, and further increase the intensity of market-oriented allocation projects. The sudden release of the New Deal made the entire photovoltaic industry stand on the ground. Recently, many PV companies and entrepreneurs have voiced in various ways and through various channels to raise questions and suggestions and put forward their own demands. As we all know, China's photovoltaic industry has had a very "great" moment. From central enterprises to private enterprises, from the government to investors, the development of photovoltaic industry and investment in the photovoltaic industry as the number one in economic transformation, industrial transformation, and product transformation. Some enterprises even invested in the photovoltaic industry at all costs and in spite of all means. For a time, photovoltaic enterprises were everywhere. At that time, due to the strong government subsidies, almost all PV companies are “making money” and have high profits. _________1.x_large.jpg However, such a good day is not long. Soon, the state's subsidies to the photovoltaic industry began to fall, and subsidy standards fell. Most PV companies rely on financial subsidies for their profitability due to low technology content and low conversion efficiency. The subsidy has been lowered, and there is no way to achieve profitability. In particular, after the EU implemented a “double-reverse” survey on Chinese PV companies, the contradiction of overcapacity in the PV industry also broke out in an instant. Suddenly, the photovoltaic industry is in sorrow. Many companies have closed down, closed down, and even closed down because of operational difficulties. Among them, there are many domestic top PV companies such as Wuxi Suntech and Jiangxi Saiwei. Today's "cold winter" is obviously not a major change in the market, but a policy adjustment. "Photovoltaic New Deal" is clear: in 2018, there should be no ordinary power stations that need state subsidies in the country before the country; scale management of distributed photovoltaics, 10GW in 2018; in addition, "spontaneous use, surplus electricity access" distributed photovoltaic full power The subsidy is reduced to 0.32 yuan per kWh (including tax). Undoubtedly, this new policy is undoubtedly worse for PV companies that were not very good in the past. Downgrading plans and reducing subsidies are all actions for PV companies, and the photovoltaic industry is not chilly and cold. Due to the great adjustment of relevant policies, the impact on PV companies is very large. Therefore, the response of PV companies is strong and can be expected. However, what I did not expect is that according to media reports, 11 PV scorpions have recently “seek for help” from the media and “scream” to the media. Photovoltaic entrepreneurs believe that if the entire society's renewable energy price is fully charged, the gap will be greatly reduced. At present, the state subsidizes thermal power every year by 100 billion yuan, and it is a financial guarantee. However, the subsidies for the photovoltaic industry have not been put in place in time, and there is still a big gap. Entrepreneurs believe that the lowest PV price in foreign countries can be 0.14 yuan, but they are zero land price, zero tax, financing cost less than 3%, and even subsidies, while domestic PV companies need to pay high rents for power stations. Various taxes and fees are handed over, and sometimes there are supporting productions required by local governments. In addition, corporate financing costs are also high, so that the investment cost of non-photovoltaic systems has increased significantly. To be frank, these problems are more or less objective, and the reasons for entrepreneurs are justified. However, there is no pattern. These problems are obviously not just the existence of photovoltaic enterprises, but all enterprises exist. In particular, SMEs have more limited capacity. So, can they also ask for government subsidies? If so, even if the government has more money, it will not be subsidized. In fact, as far as the photovoltaic industry is concerned, apart from the fact that there are indeed problems in terms of high cost and heavy burden of land use, more is that the company lacks a big pattern, a big goal, a big vision, a big strategy, and lies in photovoltaics. The company always keeps its eyes on subsidies, sticks to their toes, and looks at the one-acre three-point land in front of them without setting their sights longer. For example, the technical content, conversion rate, investment cost, operating cost, and management cost of most PV companies are now at a low level. Therefore, once the subsidy is “weaned”, the company naturally cannot survive. If the photovoltaic industry is in the early stages of development, and can still be excused by no experience, the photovoltaic industry has developed to the present day, and the price paid has been quite a lot. Why didn’t we learn lessons and rely on subsidies to live? If the company has sufficient technical advantages and product advantages, it has strong market competitiveness, and is it afraid of policy adjustment? PV companies are so concerned about policies, which clearly shows that they have not really entered the market-oriented track in terms of ideas and thinking. They have not regarded enterprises as real market players and have not placed their core competitiveness in a prominent position. Therefore, the pattern is too small and the horizon is too narrow. Rationally, as an emerging industry, the photovoltaic industry is still an important means of economic restructuring, industrial transformation, and environmental protection. It should be supported by policies. However, it must be supported by degree, supportive, and correct direction, rather than continuing blind support and support. Of course, it is not arbitrary. From a policy perspective, the relevant policies cannot be completely “one size fits all”, but should be based on the actual situation, shifting the focus of subsidies to support enterprises with core technologies and core competitiveness. In the issue of subsidies for photovoltaic enterprises, we can only support and do not support the poor, support and strengthen the weak, and let enterprises with core technologies and core competitiveness become better and better. Other enterprises will not make major breakthroughs in technology and products. Only then will be eliminated. For PV companies, although policy adjustments will have a big impact on companies, don't complain. If the company is competitive in technology and products, don't be afraid of policy cancellation, don't be afraid to plan down. A truly competitive enterprise is not afraid of policy adjustments and subsidies. Only those companies that are not strong themselves will be very sensitive to policy adjustments. Therefore, policy adjustment should be taken as an opportunity to “catch” other companies out of the market at one time. In terms of market competition, PV Daxie believes that it takes 3 to 5 years for photovoltaic power generation to be truly affordable, and the industry needs to continue to support it. This is a problem because the issue of PV price online has been spoken for many years and has not been effectively resolved. This is mainly because the thermal power generation dominates the power grid company, which makes it difficult for the photovoltaic industry to enjoy the same treatment. How to solve this problem and let photovoltaic power enjoy equal treatment and fair competition is very important. How to ensure the stability of power generation in photovoltaic enterprises also needs to be continuously improved in technology. In short, when the policy is adjusted, there is no need for PV companies to “discomfort”, no need to complain, no need to “scream”, and improve their technical level and product competitiveness, which is the only way out.
