Datang Keqi Coal Gas Project Partially Recovered
After nearly three months of stopping production and maintenance, the Datang Keqi Coal-to-Gas Project has already undergone some internal gasification installations and has begun trial operation. It is expected that the remaining gasification plant will also resume work this month.
On March 31, the Datang Keqi Coal-to-Gas Project was shut down in an unexpected shutdown for only one month or so. The primary reason for ascertaining the suspension of production may be that the gasification furnace is not adapted to the coal quality, leading to problems such as corrosion of the inner wall of the gasifier and thinning of the inner jacket.
Datang Inner Mongolia Keqi Coal-to-Gas Natural Gas Project is China's first coal-based natural gas demonstration project and is affiliated to Datang International Power Generation Co., Ltd. This project is located in Keshiketengqi, Chifeng City, Inner Mongolia and was officially started construction in August 2009. The total planned investment is 25.71 billion yuan, and the scale of construction is to produce 4 billion cubic meters of natural gas per year. On December 18, 2013, a series of installations of the project were successfully put into operation and formally merged into the pipeline network to deliver coal-to-natural gas products to CNPC Beijing section natural gas pipelines.
The sudden loss of production due to technical problems caused huge losses, and industry insiders estimate that the daily loss can reach millions. At the same time, the environmental issues of coal-to-gas projects have also received more attention.
Zhong Xuezhi, a researcher in the energy industry at China Investment Advisors Co., Ltd., said that the problems in the technology of coal-based natural gas are easier to solve, but the constraints from government policies, industrial environment, and objective conditions will affect the development of the coal-based gas industry.
Recently, the “China Low-Carbon Development Report (2014)” edited by Tsinghua University shows that the construction of coal-to-nitros natural gas projects is currently under way in China. As a substitute for coal consumption, coal-based natural gas may not be able to effectively reduce NOX, etc. on the one hand. Air pollutants emissions; on the other hand, there is a huge negative externality of resources and environment and high carbon risk, resulting in the governance dilemma of “regional governance, carbon increase across the country”, which requires great attention and careful treatment.
In the process of coal-to-nitros natural gas production, not only is carbon dioxide and other waste gas treatment a major problem, but at the same time the coal-to-gas projects have huge water consumption, and because the project site is usually a coal-rich and water-scarce region, project-intensive regions such as Xinjiang and Inner Mongolia will face More severe pressure on water resources. Studies have shown that for every 1 cubic meter of natural gas produced, 6 litres of water and 3 kilograms of raw coal will be consumed.

If the coal price trend turns, then the cost of coal gas projects will increase, and the shortage of water resources will be difficult to solve.
