Hong Wei: PV industry needs to show "speech right" and competitiveness

Speaking of the competitiveness of China's photovoltaic industry and analyzing the passive situation of China's PV products facing the “double reverse” in Europe and the United States, many articles always mention the issue of insufficient market power. It is believed that China's photovoltaic products are the first to have global competitiveness and should have a greater say in the determination of global market prices. Since the rapid growth of China's economy, it has become a national dream to grasp the pricing power of commodities.

According to statistics, in the global market share ranking of 50 major products and services in the world in 2011, China ranks first in the world in six products and services. They are the shipbuilding industry, home air conditioners, refrigerators, washing machines, cigarettes, and Solar battery. To win so many first, but not the right to speak, is indeed a very faceless thing. The reason is that different industries have different answers. In the photovoltaic industry, the author has the same feelings as others but does not have the same understanding.

The general explanation of "price discourse power" refers to the participation, expression, initiative and even the dominant right of market actors in price formation in market transactions, which is the initiative, criticality, decisiveness, and authority in price formation. Influence. As a result, the Chinese have formed the view that as long as the production of a certain product is dominant in the market, they should enjoy the right to speak. If not, they should strive for it.

In other industries, with the improvement of China's industrial environment, it is necessary to strive for more right to speak; in the photovoltaic industry, it is currently impossible to win. Because the photovoltaic industry is not a completely market-oriented industry, the size of the market is determined by the size of government subsidies, and the level of the price is affected by the price of different government subsidies. In theory, countries with high subsidy prices and large installed capacity should have more price discourse rights. For example, in July 2012, Japan determined the PV subsidy price as 42 Yen/kWh, and the global photovoltaic product resources are tilted there. The Japanese market's price influence will undoubtedly be great.

Of course, one day, another country's subsidies have become the largest, and the PV market price in this country has naturally become the most talkative power. This country may even be a country where the economy is not necessarily the most developed and the degree of marketization is not necessarily the highest. Therefore, in the photovoltaic industry, we do not need to place too much emphasis on the right to speak.

The lack of pricing power is indeed painful. The main reason for the loss of hundreds of millions of GCL-Poly in the first half of 2012 should be that the prices could not be raised. GCL-Xinnuo has a good martial arts with the most global competitiveness; the world’s most outstanding component manufacturer—Tianheguang. Energy Co., Ltd. has continuously advocated joint efforts to stabilize market prices, but there is little to do with shouting. In the industrial integration period, before the determination of the price does not form a "collective will", the decision-making power of the product price is determined by those enterprises that are backsliding.

Photovoltaic companies in China have always been in the dispute over the right to life. Before mid-2011, China's photovoltaic companies were desperately trying to expand their production capacity, and they had to compete for the right to speak. After mid-2011, the prices of products were lowered to a lower level than others, and they were also competing for the right to speak. In fact, over the past year or so, the sharp drop in the price of China's photovoltaic products has greatly affected the prices in the global market. The direct result is that the time for photovoltaic generation at the level of prices has been advanced for several years.

The story of China's photovoltaic people pursuing the right to speak is evoked, but the determination of the price is not due to simple manpower, but it is the combined effect of a variety of market factors. In April 2012, the Xinyu City Government and Jiangxi LDK Solar High-tech Co., Ltd. jointly invested RMB 1 billion in the “China • Xinyu Photovoltaic Exchange Market”. With its design scale, I am afraid that in the next few years, no one can make it out. . But it hopes to establish the original intention of the right to speak, but it is not even Xinyu and Saiwei said that the current operating conditions of this market are not ideal.

In 2013, China changed its past “two out” situation. The crown of the world’s largest photovoltaic power plant construction country may not be able to compete, and it is not the dream to become the world’s top grossing with hydropower and wind power. With the world's largest product production capacity, I am afraid that China would not be able to speak out.

The day when photovoltaic power generation always needs subsidies, China, as the world’s most competitive and big country, should indeed also scientifically plan the issue of price discourse under the condition of full marketization. In addition to the continuous improvement of China’s market economic system, the market system for the photovoltaic industry should also be mentioned on the agenda, such as: nurturing market systems, establishing price indices, strengthening financial functions, establishing commodity futures, improving the role of the association, strengthening the unity of will, etc. Wait. When the full marketization of the photovoltaic industry comes, China should fight for the right to speak.
